You should check if mob spawning is turned off when nothing is spawning. Fun Fact: that game rule is ignored by spawners. They also ignore the otherwise "peaceful" bioms where hostile mobs don't spawn naturally: mushroom island and deep dark. So spawners are the only way to get hostile mobs in those conditions with them just wandering into them, with the exception of the warden of course since its spawn mechanic is special, the game rule does prevent it though. Trial chambers also prevent naturally spawning mobs so the only mobs in them will be from the trial spawners unless something follows you in. Mushroom islands are the best place to find a dungeon/mineshaft since you can make a grinder without needing to light up the area.
